For riders focused on climbing efficiency, a faster rear tire may improve the overall ride more than a suspension component with extra features. For riders focused on steep, rough descents, a supportive tire casing and controlled suspension may both matter. In that situation, the tire protects the contact patch and rim while the suspension manages the larger and repeated movements. Neither upgrade completely substitutes for the other.
Budget should include the less visible costs. A tire may require sealant, a tube, an insert, or different pressures. A suspension change may involve installation, a tune, new hardware, or compatibility checks.
